MANILA, Philippines — The Land Transportation Office (LTO) has launched an investigation into 40 of its district offices allegedly involved in unauthorized transfer of ownership of vehicles seized during police operations.

LTO chief Vigor Mendoza II said intelligence reports confirmed the illegal transfer of ownership of motor vehicles confiscated by the Philippine National Police, a practice the PNP described as “technical carnapping.”

In an initial probe, the LTO found that some district offices processed the cancellation of transfer of ownership and issued a duplicate certificate of registration, enabling what appears to be a legitimate transfer of confiscated vehicles to new owners.

“We already informed (Transportation) Secretary Vince Dizon of this modus and his instruction is clear: to identify and ensure that airtight criminal and administrative charges will be filed against those involved in this illegal activity,” Mendoza said.

The LTO cited violations of civil service rules, LTO Memorandum Circular MC-91-137 and the LTO Citizens’ Charter as grounds for administrative penalties, which may include dismissal from service.

Initial data from the LTO revealed that 15 of the illegal transfers occurred in the CARAGA Region, eight in Region 9, four each in Regions 2 and 11, two each in Regions 1, 3 and 10, and one each in the Cordillera Administrative Region and Regions 4A and 8.

Mendoza confirmed that 40 vehicles were identified in the initial phase of the investigation.

“We will be issuing show-cause orders against the new registered owners of these motor vehicles,” Mendoza said.

He assured the public that the LTO will pursue the investigation thoroughly.

“We have zero tolerance for illegal activities and we will make sure that all those involved are punished,” he said.
