LGUs told to have power- saving office, plans

CEBU, Philippines — The Department of Interior and Local Government has directed local government units to establish an Energy Efficiency and Conservation (EEC) Office and craft local EEC plans while also encouraging them to implement digital payments for government transactions.

DILG said that the Government Energy Management Program (GEMP) is a government-wide initiative aimed at reducing electricity and fuel consumption in all government agencies through efficient use of energy resources, including electricity-saving measures and fuel efficiency in the operation of government vehicles.

Interior Secretary Jonvic Remulla issued Memorandum Circular 2025-515 to direct LGUs to craft a local EEC plan that outlines specific conservation strategies, target cost reductions, and motor vehicle inventories.

Aside from that, LGUs, except barangays, are also enjoined to establish an EEC Office within their planning and development units, funded under their general appropriations.

The said office will have an EEC officer, focal person, and coordinator.

The EEC officer is tasked to submit reports to the GEMP Online system monthly on the LGU’s monthly electricity and fuel consumption along with an annual inventory report on air-conditioning units, lighting system, office equipment and service vehicle, as well as on its renewable energy sources.

DILG is also requiring local chief executives to issue an executive order or memorandum formalizing EEC protocols in government buildings and facilities.

In another development, DILG also urged LGUs to adopt electronic payment and collection systems as an alternative to traditional cash transactions in collecting local taxes, fees, and other charges.

The department emphasized that digital payments improve transparency, efficiency, and public convenience.

LGUs had been encouraged to offer secure, accessible digital options, ensure payment channels are user-friendly, and partner with authorized providers, including government servicing banks.

DILG also emphasized that all efforts must align with the National Retail Payment System Framework and the Data Privacy Act.

LGUs are also expected to define clear procedures for issuing electronic invoices and billing notices, consistent with guidelines from the Commission on Audit and the Bangko Sentral ng Pilipinas.

While promoting digitalization, the DILG clarified that LGUs should continue to accept cash and other traditional modes of payment to ensure accessibility for all. — (FREEMAN)
