Alcover wants more upland developments
CEBU, Philippines — Councilor Pastor "Jun" Alcover recently expressed his observation of a seeming disparity in development between Cebu City proper and the upland barangays.
Alcover said the upland barangays have been left behind in terms of progress.
in a privilege speech, Alcover particularly highlighted the uneven pace of development between the city proper and the upland barangays—leaving the latter underdeveloped, particularly in terms of road networks.
Alcover pointed out that the road networks in the upland barangays have remained unrepaired, along with public edifices.
“I will emphasize the concern in the state of public roads in the upland barangays,” said Alcover, in his privilege speech delivered during the recent Cebu City Council session.
Alcover showed a photo of a delapidated road filled with cracks taken in Barangay Guba.
He said that these cracks were not just visible in one area, but also in other parts of the upland barangays.
He said that these cracks would eventually worsen, if left unattended, with the onset of the rainy season. He added this problem now poses bigger challenges for the residents.
“Dili sad nato mabasol ang administrasyon ni Mayor Raymond Alvin Garcia kay pipila lang ka bulan siya milingkod,” said Alcover.
Alcover hopes that the complaints of the upland barangays would be given equal attention.
In the same speech, Alcover also showed more footage of unrepaired roads, specifically along the stretch of Barangay Agsungot.
"Taas kaayo na nga pangpang then kada mag-uwan mangahagbong ang mga dagkong bato gikan sa taas kay grabe man kaayo iyang pagka pangpang," said Alcover, adding that this is a problem he personally experienced.
"Ang ako lang punto karon, nga matagaan og pagtagad ang mga kabukiran sa sunod nga mga hugpong ning bag-o ug mga daan nga mga opisyales ning atong dakbayan," he added.
He said that agricultural products are transported to the city proper, and the unrepaired roads have made the situation more difficult for the farmers.
Alcover appealed to the new set of legislators and the administration of the Cebu City Government to continue improving the state of public roads in the upland barangays.
