MANILA, Philippines — For the first time, the Commission on Elections (Comelec) is no longer requiring barangay certification as proof of residence for those applying for voter registration.

Comelec Chairman George Garcia said yesterday that voter applicants pay P80 to secure a barangay certificate.

Instead of barangay certificates, Garcia said voter registrants can use postal, school or senior identification cards.

“This is being used by corrupt barangay officials to transfer voters from one place to another,” he said.

The poll body is in the process of revising the voter registration guidelines, according to Garcia.

As part of preparations for the barangay and Sangguniang Kabataan elections in December, the Comelec will hold a 10-day voter registration in July.

The Comelec, Garcia said, is also eyeing to increase the honoraria for teachers who will be performing poll duties.
